Staying near errors

Detector, run after every plugin: when an element matching its selector (e.g. an error message) is on the page, other plugins favour the page area around it for a while. frequency doesn't apply.

Nothing to set up: it works by itself, so a plain elsetest --url staging.example.com already uses it.

This is Elsetest's Cluster plugin. It runs as the instance ClusterOnError. It isn't picked like the other plugins: it looks at the page after every one of them.
